Node auto-repair

Allow auto-scaling node pools to 0

Some k8s workloads need more powerful machines than usual. And some of those workloads only happen on occasion (e.g. daily batch processing).Thus, having the ability to auto-scale a node pool to 0 when the workload is not happening would be valuable.

Support provisioning docker containers
