Currently, to configure Managed Database cluster (disregarding the type), one has to use external management software (PgAdmin, phpMyAdmin, MySQL Toolkit/Workbench, etc.)
Idea is to have integrated web console/shell, in settings of said managed DB cluster, where one would have to identify as specific user, and be able to do basic tasks with the cluster, without need of external software, to connect to DB, and manage ie. user permissions, database collation, etc.
1) It could work in similar way to droplet tty console web access
2) Console could be opened from settings of DB cluster, but would not automatically log in as doadmin or different user
3) there would be no file-uploads or advanced functions, over what is currently possible with basic remote psql/mysql connection
