It would be great if the new monitoring service also had webhooks. This would make it significantly easier for our orchestration service to respond to events and take action.

We have this feature on our roadmap (ideally in 2020), but I don't yet have an exact release timeline.
Monitoring can achieve automatic scaling
Likewise. Or, at the very least, allow it to be queried by an API, so we can write our own webook client to respond to rules.
