Hi, thanks for reaching out! The IPv6 address is static to the extent that it remains assigned to the Droplet until the Droplet is destroyed. Once the Droplet is destroyed, the IPv6 address is released back into a pool of available addresses in that Droplet's datacenter. Once back in the pool, the chances of creating a new Droplet and getting that same address again are very unlikely. If you need a completely static address that can be reassigned to Droplets as needed, you can use a Floating IP address (https://docs.digitalocean.com/products/networking/floating-ips/how-to/create/). Although, Floating IPs do not support IPv6 addresses at this time, only IPv4 addresses.
Hope this helps! Thanks.
