Dan Brian: I figured things out. Basically it was an order of operations issue where the docs encouraged me to take an action in the DNS UI which was unavailable until a droplet had been created.

It's also a little ick that the Canny login is separate from my logged-in DigitalOcean account, but I understand there's a potential N:N relationship among domains and commenters.
