Unable to add credit card

I just used my card (within the last hour) to buy a domain name so I know there shouldn't be a problem with the card and I checked with my credit card holder and there isn't a problem on their side. Also, from a UI perspective I couldn't see what the problem was until exiting the add card option.

I also can't add my credit card to verify my identity, there is no error on the screen. Just "loading" for few seconds and then nothing (errors in console 404 for pay.google.com)
