Improve UI feedback on Droplet Creation and Resize events

Right now, when a droplet is resized, the progress bar appears only at the top of each droplet-specific page. This could easily be missed since the button to initiate the resize is at the
bottom
of the page. If your window is scrolled down below the progress bar, it feels like NOTHING happens when you click resize– and for an event that requires droplet downtime, that's stressful! To improve this and other events, like droplet creation, the progress bar animation should not be allowed to be offscreen but instead should be sticky
.Additionally, even if you know to scroll to the top of the page to look for it or you have a large enough monitor to show the entire page, the progress bar is small and (i think) uses the brand color of blue only.
I would love to see a drop-down banner stickied to the top of the page, one that's larger and more prominent, and uses something like a yellow bar that turns green when the event is finished.
Especially for resize events– which require user action to turn the droplet back on when they're finished– there should be a notification once the event is complete. There should also be a notification in the tab title of the browser, like when Facebook notifies you of a message by animating/ changing the document title or your bank changes the document title to a countdown to tell you the session will expire soon. This is important because a) the event is likely to be time-sensitive, since the droplet is offline until the event completes and b) the event can potentially take long enough that the user needs to do other things while it progresses.
