Allow creating/upgrading databases to MySQL v8.4 (latest LTS)

As of April, MySQL offers a new LTS version: 8.4. See also https://blogs.oracle.com/mysql/post/mysql-april-2024-ga-releases-now-available.
This release comes with various enhancements and benefits as listed on the blog. Therefore, it would be nice to allow managed database creation of and upgrading to the new LTS.

The version which is deployed when you pick MySQL 8 is 8.0.30. The release date of this version is 2022-07-26. Thinking out loud: is this managed database managed at all?
