Our App Platform application is scaling up and down during heavy usage, but sometimes the CPU metrics in Insights don't indicate a high CPU usage, and it will be well below our autoscale threshold. We also have times of poor application performance (Node.js) despite a relatively low CPU usage, and any time we've created a support ticket to diagnose we are told that the CPU was being throttled. We have no way of knowing this though, so we'd really like to have this information in Insights.
