Add an alert in the dashboard about unpermissible actions when having a past due balance, either as a static alert or as toast for a response of trying to make that action

I tried creating an access token from the dashboard, but I got an alert that said I don't have permission, and I had no clue about what the problem is, and no search result included an answer for that
