Support SVCB/HTTPSSVC records

SVCB and HTTPSSVC records are necessary for many features, including:
- Encrypted Client Hello: (https://blog.mozilla.org/security/2021/01/07/encrypted-client-hello-the-future-of-esni-in-firefox/)
- HTTP/3 on the first visit (as opposed to subsequent visits after reading an alt-svc header).
It also allows HTTPS by default for a site that hasn't been preloaded yet, skipping the initial HTTP-to-HTTPS redirect and thereby eliminating the possibility of an unsafe connection.
This is already supported by Akamai, Cloudflare, and Google DNS.
